Building the New Panama Canal

(Source: prensa) Rodolfo Sabonge, The Director of Cooperative Planning and Trade for the Panama Canal Authority (ACP), said that statements made by General James Stravridis, the new head of the Southern Command, were “totally false.” Stavridis made a statement before the US Senate on 19 September saying that the plan to expand the Panama Canal will be partially financed by internal taxes on the Panamanian people. Sabonge said he had not idea where Stavridis got his information. Staviridis’ remarks were published in La Prensa yesterday. Sabonge said that “he has no way of knowing, because he has had nothing to do with the subject,” and reiterated that the project to expand the canal will be financed with toll increases. There were also references in the note yesterday to statements made by John Warner, the President of the Senate Armed Services Committee, in which he expresses “concern” that China might finances the expansion in order to gain “influence in the hemisphere”. Last week President Martin Torrijos told the Wall Street Journal that Chinese investors could provide part of the external financing, some $2.3 billion dollars, needed to expand the canal which will cost some $5.25 billion overall. Sabonge indicated that external financing could come “from anywhere” and not just from China.

El Canal no necesita recursos tributarios

Rodolfo Sabonge, director de Planificación Corporativa y Mercadeo de la Autoridad del Canal de Panamá (ACP), indicó que es “totalmente falso” que el proyecto de expansión de la vía se financiará parcialmente con “recursos tributarios internos”, como dijo en una audiencia en el Senado de Estados Unidos, el 19 de septiembre, el nuevo jefe del Comando Sur, James Stravridis.

Sabonge señaló que no sabe de dónde Stravridis –cuyas declaraciones fueron publicadas ayer en La Prensa– sacó tal información. “Él no tiene por qué saber, porque no ha tenido nada que ver con el tema”, y reiteró que la obra se financiará con el aumento de peajes.

En la nota de ayer también se citan declaraciones de John Warner, presidente del Comité de Servicios Armados del Senado, en las que expresa “preocupación” de que China financie la expansión, a fin de ganar “influencia en el hemisferio”.

Como se recordará, la semana pasada, el presidente Martín Torrijos le dijo The Wall Street Journal que inversionistas chinos podrían proporcionar parte del financiamiento externo –de 2 mil 300 millones de dólares– necesarios para ejecutar los trabajos de expansión, que en total costarán 5 mil 250 millones. Sabonge señaló que el financiamiento externo “podría venir de cualquier lado”, no necesariamente de China. En cuanto al “segundo informe al país” presentado por Jorge y Enrique Illueca, Fernando Manfredo y Julio Manduley, Sabonge opinó que este está lleno de “sofismas” y que no es cierto que el proyecto carezca de diseños y planos finales.
